Top bar has a scrollwork decoration with the word “REPRESENTATIVE” at center.
Suspended from the bar is a faded blue ribbon that holds crossed swords, a cannon and an anchor which in turn holds a circular drop.
The drop reads on one side “27TH ANNUAL ENCAMPMENT DEPARTMENT OF ILLINOIS GAR PEORIA, ILL JUNE 19-20-21, 1923.” The opposite side bears a bust likeness of the Department Commander Edward P. Bartlett who served in Company F, 8th Illinois Cavalry from September of 1861 to March of 1863 and on the field and staff of the 17th Illinois Cavalry from April of 1864 to December of 1865. During his service he rose from private to captain. [ad][ph:L]
