Top bar has a scrollwork decoration with the word “REPRESENTATIVE” at center.

Suspended from the bar is a faded blue ribbon that holds crossed swords, a cannon and an anchor which in turn holds a circular drop.

The drop reads on one side “27^TH ANNUAL ENCAMPMENT DEPARTMENT OF ILLINOIS GAR PEORIA, ILL JUNE 19-20-21, 1923.” The opposite side bears a bust likeness of the Department Commander Edward P. Bartlett who served in Company F, 8^th Illinois Cavalry from September of 1861 to March of 1863 and on the field and staff of the 17^th Illinois Cavalry from April of 1864 to December of 1865.
