Ornate bar at top with Grand Army of the Republic seal at center flanked by branches of laurel. Pin present on reverse.
Suspended from this bar is a red ribbon approx. 1.00 inch long with bar at bottom that reads "REPRESENTATIVE." Below the bar hangs a circular drop.
The obverse has a bust engraving of a man and reads around the edges "COMMANDER J. I. SHOEMAKER" Reverse reads "58 ANNUAL ENCAMPMENT DEPT. OF PENNA. GAR, WILKES-BARRE, JUNE 1924.” The artwork at center is of the Wilkes-Barre Soldiers and Sailors monument.
