This is the cylindrical zinc/pewter filter portion of Stephen H. Russell's patented dirty water filtration system. The complete “system” included this filter, rubber hoses, a divider, and a mouth piece. See “US Army & Militia Canteens, 1775-1910” by Mike O’Donnell, page 214.

This filter could be unscrewed and would have a sponge placed inside.
