Fine example of a Civil War Navy Department letter signed by Secretary of the Navy Gideon Welles on August 19, 1864.  The Department letter to James M. Green, President of the Naval Medical Board in Philadelphia refers to a certain matter concerning suspension of the board. Paper is in excellent condition. Blue lined and wide spaced, the handwritten document measures 7¾” x 9¾” and shows no blemishes.  Letter is signed by Gideon Welles as the Secretary of the Navy with a strong and clear signature.
