Dated “Head Quarters of the E.G. B Squadron / Portsmouth, N.H., SEPT. 30TH 1864. Addressed to: “Frank C. Bowman, Esq. Admiral’s Secretary”. 2 pp., in ink on lined paper, 12.5” x 7.5. Exhibits fold-marks. Else fine.
Theodorus Bailey joined the Navy in 1818 as a 12 year-old midshipman, and was commissioned Lieutenant in 1827. During the Mexican War he commanded the sloop Lexington in California waters. Promoted Commander in 1849 he commanded the sloop St. Mary in the western pacific. Promoted Captain in 1855, at the outbreak of the Civil War Bailey commanded the steam Frigate Colorado, joining the Eastern Gulf Blockade Squadron.
He is most noteworthy for having commanded the gun boats division, in leading Farragut’s fleet past Forts Jackson and St. Philip in the Union assault and capture of New Orleans….and then walking alone with Lt. Perkins through a rebel crowd to City Hall to demand from the Mayor the surrender of New Orleans; a demand which was refused, the mayor though Union troops were already in the process occupying the town anyway.
In November 1862 Bailey was promoted to Flag command of the Eastern Gulf Blockade Squadron, serving through Sept. 30 1864. Recovering from an attack of yellow fever, he survived the war, and retired in 1867 with the rank of Rear Admiral. Deceased in 1877

Squadron closing this day, in consequence of receiving orders detaching me, with orders to another important command, I cannot refrain before parting to acknowledge the very able assistance which I have at all times received from you not only as Secretary & friend, but as a lawyer & counsellor in many way, such as the conduct of correspondence in some cases involving graves questions of public law, and as Judge Advocate in the Conduct of Courts Martial &Courts of Inquiry.
In fact, your conduct official, social and private whilst serving in the Squadron under my command was such as to elicit the respect & high esteem of the officers and men serving in the ships of the squadron and secure my admiration and thanks.
Hoping that something may turn up which will enable me again to have you associated with me in my new command, and wishing you prosperity and success in life / I remain as ever / your friend / Theodorus Bailey / Commandg. E.G.B. Squadon.”
