Washington: Government Printing Office, 1879. Wraps, 28pp. , measuring 5.75 x 9". Presentation copy with inked inscription "To Thomas F. Bayard/US Senate/Compliments of F.J. Porter." Following the federal debacle of Second Battle of Bull Run, Gen. Pope had subordinate Fifth Corps commander J.F. Porter court-martialed for willfully disobeying orders. Porter was subsequently dismissed from the army, and spent the next sixteen years appealing his dismissal. In 1879 he received another hearing and was exonerated, and this report of the board contains his vindication. U.S. Senator Thomas Bayard, to whom the report is addressed, was one of Porter's congressional supporters. Report is slightly yellowed, is chipped at the extremities, and has a small cover tear. Text exhibits patches of blue-ink underlining (different ink than Porter's cover inscription). Else VG. In terms of the chronological order of publication, this is the third of three pamphlets inscribed by Gen. Porter to Senator Thomas F. Bayard.
