Dated “In the Field, October 2, 1864.”  On page, 5” x 8. VG plus. Text:

“It having been brought to the attention of the Commanding General that dishonest or mistaken agents of various localities are without right and upon various pretexts coming to front for the purpose of soliciting various officers who have been for many months been in the service of the United States to be accredited as soldiers to count in the locality to which they are accredited, and that large bribes in the form of supposed local bounties are offered to officers for this purpose. The Commanding General thinks it proper to warn all officers against any such deceitful, dishonest and dishonorable practice….

No officer has the right to be counted as in the army for himself and a soldier...All officer who do this are better out of the army than in it….and any officer who takes the bounty of an enlisted man will be called upon to show cause why he should not also take the position of an enlisted man…

The irony behind this order is that by this point of Butler’s command of the Department of Virginia, General Grant had strong reason to believe that the duplicitous Butler was trading supplies with the enemy through department subordinate officers—just as he had pulled similar shenanigans during his 1862 command tenure in New Orleans. In fact Grant had every intention of seeing Butler investigated and brought to book, but was forestalled by Butler’s disastrous handing of the first amphibious assault at Fort Fisher, NC, for which he was sacked of command and sent home.  A fitting ignominious end to the military of Benjamin F.
