White bill with black printing issued by the City of Portsmouth and dated October 7, 1861. The note is decorated with a numeral “1” at top left with the seal of the State of Virginia at center.
Reverse is printed with bond coupons showing the note is made out of recycled paper .
Bill is in good used condition with light surface dirt, no major tears but it does have several scattered pinholes and some edge wear. Inked bill number and signatures are good. [ad] [ph:L]
